It is a PSA 9 Mint in the original PSA slab (cert 68918123).

Base Set 2 gathered the best-known cards from Base Set and Jungle into one 130-card release, and Mewtwo is the headliner. This is a Holo Rare Basic Psychic Pokémon with 60 HP, carrying the Psychic and Barrier attacks that made it a staple of the original game. It was reprinted here rather than newly designed, which is why collectors tell it apart from the Base Set Mewtwo by the set symbol and the 10/130 number.

Holofoil scratching, edge wear and centering are what separate copies of this card, and the photos show how this one reads in the slab. This is the Base Set 2 printing, numbered 10/130 with the Base Set 2 symbol. Base Set Mewtwo carries a different set number, and the two trade as separate cards, so match the number and set before you compare against any sold comp.
</details><details>
How scarce is a PSA 10 on this card?

Only 80 PSA 10s out of 2,887 graded PSA 7 and up, about 3%. PSA 9s are roughly 28% of that group. The 10 is the genuine scarcity tier here, which is why the spread between 9 and 10 deserves a look at recent sold comps rather than a rule of thumb.
</details><details>
What should I inspect on a holo from this set?

Holofoil surface first: scratches and print lines show under angled light and are the most common reason a copy misses a 10.
