It is a PSA 9 Mint in the original PSA slab (cert 45000212).

Base Set 2 pulled the strongest cards from Base Set and Jungle into a single 130-card release, and Gyarados is one of its best-known holos. This is a Stage 1 Water Pokémon with 100 HP that evolves from Magikarp, illustrated by Mitsuhiro Arita. It is a reprint of the original Gyarados rather than a new design, so collectors tell it apart by the Base Set 2 symbol and the 7/130 number.

On a holo from this set, foil scratching, centering and edge wear decide the grade, and the photos show how this copy reads in the slab.
